The installer isn't signed with a Microsoft certificate — they can't be obtained from Russia. So SmartScreen shows a blue window on first launch. Click “More info” → “Run anyway”. You can compare the checksum first.
macOS: “cannot verify the developer”
If macOS refuses to open the app: System Settings → Privacy & Security → “Open Anyway”. You only need to do this once.
